Cornyn. \u201cThis landmark legislation would prohibit and require notification of U.S. investments in certain technologies in countries of concern, ensuring American ingenuity, innovation, and investment do not end up in the hands of adversaries like the Chinese Communist Party to be weaponized against us. I\u2019m proud this long-awaited effort is approaching the finish line and am grateful to colleagues past and present for their contributions to this effort, and I look forward to President Trump signing it into law as part of the annual defense bill.\u201d\n\n\u201cThe future of our national security is reliant on making sure we remain ahead of our adversaries in the race to develop cutting-edge technologies like AI and semiconductors,\u201d said Sen. It will protect American capital, intellectual property, and innovation from supporting Communist China\u2019s malign ambitions.\u201d\n\n\u201cThis is a common-sense measure that strengthens our national security toolkit to address new challenges created by emerging technology,\u201d said Sen. Kim. \u201cWith this legislation, we can have the visibility we need into American investments in strategic sectors to look out for our nation\u2019s security, and strengthen our defense against evolving threats, including by competitors like China who use these investments against us.\u201d\n\n\u201cChina\u2019s growing influence in emerging technologies poses a serious threat to our national and economic security,\u201d said Sen. McCormick. \u201cI\u2019m pleased to see this commonsense legislation included in the NDAA and headed to the President\u2019s desk. It will help prevent U.S. investment from supporting the Chinese Communist Party\u2019s military modernization in artificial intelligence and advanced manufacturing.\u201d\n\n\u201cAs China backs Russia\u2019s war against Ukraine, hacks U.S. infrastructure, and threatens our allies and partners across the Indo-Pacific, we must prevent U.S. investments from fueling China\u2019s development of artificial intelligence, advanced semiconductors, hypersonics, and other technologies with potential military uses,\u201d said Sen. Bennet. \u201cThis legislation will protect U.S. national security by screening and blocking these investments.\u201d\n\nThe legislation is also cosponsored by Senators Jim Banks (R-IN), Elissa Slotkin (D-MI), Bill Hagerty (R-TN), and John Fetterman (D-PA).\n\nBackground:\n\nBuilding on Sen. Cornyn\u2019s previous efforts to increase transparency and prohibit investments by American entities in sensitive technologies in China, and in conjunction with the Trump administration\u2019s America First Investment Policy, the outbound investment measures included in the conferenced National Defense Authorization Act (NDAA) would permit the Secretary of the Treasury to require notification of or prohibit U.S. investments in certain technologies in countries of concern, including:\n\nThe People\u2019s Republic of China (PRC);\n\nCuba;\n\nIran;\n\nNorth Korea;\n\nRussia;\n\nAnd the Maduro Regime.\n\nNotifiable technology includes semiconductor technology and microelectronics, artificial intelligence (AI) systems, quantum information technologies, high-performance computing, and supercomputing hypersonic systems.
