This is the first time you are back in front of this Committee since your nomination hearing in June 2021. Since then, actions your agency has taken or failed to take have been devastating to Montana and our rural communities that depend on federal lands for their livelihoods.\n\n\u201cIt is no secret that the Biden Administration, the EPA, the Department of the Interior, and BLM are doing everything they can to eliminate oil, eliminate gas, eliminate coal production in the United States.\n\n\u201cIf anybody doubts that, go to the WhiteHouse.gov website. You can see it says, \u2018Stop LNG. Eliminate fossil fuels.\u2019 At least they\u2019re public about it.\n\n\u201cLet me name just a few actions that impact Montana.\n\n\u201cOn Day One, President Biden cancels the Keystone XL Pipeline, a gut punch to so many Eastern Montana counties, a million barrels a day stopped by Joe Biden.\n\n\u201cDay one, Biden starts stopping oil and gas leasing on federal lands.\n\n\u201cThen we\u2019ve had an onslaught of rules from the EPA. Methane rules targeting small oil and gas producers.\n\n\u201cThe MATS and Clean Power Plan 2.0 that\u2019s targeting the Colstrip power plant. We are now on a path, two of our four Colstrip units have been shut down. Power units, the last two now, will be shut down unless these overreaches coming from the Biden administration are stopped.\n\n\u201cThe Department of Energy stops, they said pause, good grief, they stopped LNG export permits.\n\n\u201cThe Office of Surface Mining slow walks coal permits in Montana in hopes the mines will be forced to close down.\n\n\u201cAnd now to the BLM. The BLM has only held two oil and gas lease sales in Montana since Biden took office. This is under your watch. You\u2019re supposed to have at least four a year. BLM\u2019s new public lands rule seeks to sideline oil and gas production. BLM\u2019s new oil and gas leasing rule sets bonding requirements so high, our small producers can\u2019t keep up.\n\n\u201cAnd just last month, the BLM announced a proposed plan to eliminate coal leasing in Montana and Wyoming.\n\n\u201cWyoming is the number one coal producer. Montana has the most coal potential of any states in the United States. And these are just the tip of the iceberg.\n\n\u201cThe Biden administration has one goal. It\u2019s radical. It\u2019s to end oil, gas, and coal production in the United States. And you aren\u2019t hiding it.\u201d\n\nDaines pressed Stone-Manning on the Biden administration\u2019s goal to shut down coal leasing in Eastern Montana and the effect it would have on Montana families.
