President, in the final days of President Biden\u2019s Administration he quickly and quietly issued a rule that had massive impacts on Montana\u2019s economy.\n\nBiden\u2019s BLM issued an amendment to the Miles City Resource Management Plan that prohibited all new coal development in Eastern Montana.\n\nThis means the BLM prohibited all new coal leasing in the Powder River Basin \u2013 the home of the nation\u2019s LARGEST coal reserves.\n\nThey did this despite strong opposition from the local counties, local elected officials, the Montana congressional delegation and the Governor.\n\nIn fact, Governor Gianforte specifically requested the BLM Director withdraw the proposed amendment during the BLM\u2019s official \u201cGovernor\u2019s Consistency Review\u201d and Biden\u2019s BLM ignored him.\n\nAnd when the Governor submitted an official appeal to Biden\u2019s BLM Director, he was rebuffed.\n\nThis lack of respect for Montana\u2019s local and state-wide elected officials cannot be ignored.\n\nLet\u2019s be clear what this Resource Management Plan Amendment is and what we are doing today with the Congressional Review Act.\n\nThe RMPA is an attack on Montana jobs, an attack on Montana communities, an attack on Montana\u2019s energy production and an attack on Montana\u2019s economy.\n\nToday\u2019s resolution to officially roll back Biden\u2019s war on Montana coal does NOT affect the underlying Resource Management Plan.\n\nToday we are disapproving Biden\u2019s ill-conceived amendment, and nothing else.\n\nThe CRA does NOT prohibit the BLM from issuing a new amendment.\n\nThe CRA simply prohibits the new administration from issuing a substantially similar coal amendment, and in this case that means they can\u2019t permanently prohibit new coal development.\n\nToday you may hear from the other side of the aisle that the sky is falling.\n\nThat\u2019s not true.\n\nToday we are righting a wrong.\n\nA midnight Biden rule that was issued without the support from the State.\n\nTaking this action today will lead to more Montana jobs, more Montana energy, and stronger communities in Eastern Montana.\n\n###", 1, "2026-03-30T01:40:41Z", "2026-04-06T19:32:54Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://www.daines.senate.gov/2025/10/08/daines-on-senate-floor-today-we-are-unleashing-montana-energy/"], "units": {}, "query_ms": 0.7602060213685036, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
