U.S. Senator Joe Donnelly met with Brett Hamilton, Division Chief Engineer for Trusted Microelectronics for Naval Surface Warfare Center (NSWC) Crane today in advance of Hamiltons testimony before the House Armed Services Subcommittee on Oversight and Investigations. The meeting focused on Cranes large and growing role in protecting military systems. Donnelly and Hamilton also discussed provisions Donnelly authored in the annual national defense bill to better combat the threat of counterfeit parts in Department of Defense (DoD) supply chain, such as requiring DoD to conduct a first-of-its-kind review to determine whether counterfeit parts have impacted the failure of military systems in the field. NSWC Crane has received national recognition as a critical center of expertise to verify microelectronic components can be trusted, and ensure the integrity of microelectronics used in Department in Defense (DoD) Weapon and Cyber Systems.\r\nHamilton testified before the House Armed Services Committee as an expert on counterfeit parts in the Joint Federated Assurance Center (JFAC). JFAC is a federation of DoD organizations that have a shared interest in promoting software and hardware assurance in defense programs, systems, and supporting activities. Congress passed a law in 2013 to create the JFAC, which brings together the greatest minds on hardware and software protection across DoD and the intelligence community, pooling their resources, efforts, and expertise to better protect DoD hardware and cyber systems against malicious actors. DoD is more dependent than ever on technological solutions for meeting mission requirements, and this has led to heightened awareness that adversaries could target DoD supply chains, insert malicious functionality into software and hardware, or degrade critical systems with counterfeit parts.\r\nDonnelly, a member of the Senate Armed Services Committee and Ranking Member of the Strategic Force Subcommittee, said, Counterfeit and compromised electronic parts pose a large and growing threat that can undermine our nations military systems and equipment, posing a serious risk to the life and safety of servicemembers. NSWC Crane is a leader in ensuring vital software and hardware critical to our weapons and cyber systems can be trusted and works properly. As we rely more and more on technology to meet mission requirements, I am proud that we can rely on the hard working Hoosiers at NSWC Crane to keep our country safe.\r\n\r\nDonnelly meets with representatives from NSWC Crane.\r\nCaptain Jeffrey Elder, Commanding Officer of NSWC Crane, said, The House Armed Services Committee's request for NSWC Crane to testify at their hearing on assured access to Trusted microelectronics is evidence of Crane's leadership role in protecting the integrity of military/cyber systems from the threat of counterfeit parts. Senator Donnelly has not only recognized the potential national security issues associated with counterfeit parts but has been fully supportive of Crane's capabilities and has advanced policy discussions within the Senate to address these risks.\"\r\nDonnelly has continuously advocated for NSWC Crane as a vital contributor to ensuring the United States security, especially to protect military systems from the threat of counterfeit parts. In response to this emerging threat, Donnelly introduced provisions that were included in the National Defense Authorization Act of 2015, which passed Congress earlier this month. The legislation would streamline the structure of the JFAC, ensuring resources go directly to the experts, including those at NSWC Crane, and not to added layers of unnecessary bureaucracy.
