The bill would allow foreign governments believed to be involved in terror attacks on U.S. soil to be sued in U.S. courts. The legislation has been long-sought by families of 9/11 victims.\r\nDonnelly said, \u201cThe victims of terrorism on U.S. soil should have the right to pursue justice and their day in court.
