During his speech on the Senate floor, Enzi highlighted the important role parks play in our local communities and said parks generating revenue should be allowed to operate even during a government shutdown.\r\nEnzi also debated his Democrat colleagues over how the government shutdown could have been avoided and said that if Congress had done its 12 funding bills on time, the federal government would be open. A \u201cpiecemeal\u201d approach, according to Enzi, is how the federal government is designed to be funded.\u00a0Government appropriations are divided into 12 different areas.\u00a0 Each area can be reviewed by appropriate congressional committees and amended before going to the Senate floor for consideration and further amendment.\u00a0 Enzi said the root of the problem is deal-making through manufactured crisis and grand, all-encompassing continuing resolutions.\r\n\u201cWe\u2019re supposed to do 12 separate spending bills.\u00a0 We\u2019re supposed to do them one at a time.\u00a0 We\u2019re supposed to have the right to amend them.\u00a0 That way we can get into the details on what we\u2019re spending instead of an omnibus bill,\u201d Enzi said.\r\nEnzi said passing bills where there is agreement is the right thing to do and there could be agreement on funding for parks, veterans and many other areas.\r\nEnzi\u2019s request for a vote on legislation to reopen and fund national parks was blocked by the Senate majority.
