This letter is to express appreciation for your leadership protecting whistleblowers through legislation and casework, and in particular your congressional amicus advocacy to the Supreme Court. You have been a leader in drafting and obtaining passage of the legal burdens of proof that are the cornerstone of civil service, intelligence community, and corporate whistleblower rights. You monitor their impact in practice as Chair of the Senate Whistleblower Caucus to close the gap between paper rights and reality.\n\nAll whistleblowers should be especially appreciative that you have defended their rights at the Supreme Court in bipartisan amicus briefs with Senator Wyden, the Whistleblower Caucus Vice Chair. You have taken that step twice recently, for corporate workers in Murray v. UBS, and last month for federal employees in Farrington v.
