Zavoral & Sons, Inc. of East Grand Forks, Minnesota, for continued construction of the Fargo-Moorhead region\u2019s permanent flood protection project. The funding will support construction on the Southern Reach SE-2B segment of the project\u2019s southern embankment, a key component of the region\u2019s comprehensive flood protection. The modification brings the total contract value to nearly $60 million with work scheduled to be completed in Fargo by October 23, 2027.\n\n\u201cThis latest funding builds on our longstanding efforts to deliver permanent, comprehensive flood protection for the Red River Valley,\u201d said Hoeven. \u201cFor more than a decade, we\u2019ve worked to secure support and move this project forward. Each milestone brings us closer to protecting homes, businesses, and communities across the Fargo-Moorhead region.\u201d\n\nThis contract follows Hoeven\u2019s efforts to:\n\nPass 16 acts of Congress, including:\n\n9 legislative provisions, such as the project authorization in 2014 and a new construction start authorization in 2016.\n\n7 separate appropriations to fund the project\u2019s construction.\n\nFully fund the $750 million federal cost share.\n\nHoeven helped renegotiate the Project Partnership Agreement to increase the federal funding commitment from $450 million.\n\nAdvance this as the first major Army Corps project to utilize the public-private partnership (P3) split-delivery model and a Water Infrastructure Finance and Innovation Act (WIFIA) loan.\n\nCoordinate efforts across four federal agencies.\n\nSecure funding and flexibility to concurrently raise I-29 and begin excavating the Red River Control Structure to keep the project on schedule.\n\nResolve the easement issue on lands purchased with Hazard Mitigation Grant Program (HMGP) funding, allowing the project to use an alternative route.\n\nThis work is part of the $437 million federal funding award that Hoeven secured in 2022 to support comprehensive flood protection for the Fargo-Moorhead region.\n\n-###-", 1, "2026-03-30T01:40:41Z", "2026-04-06T19:10:29Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://www.hoeven.senate.gov/news/news-releases/hoeven-army-corps-awards-more-than-13-million-for-continued-advancement-of-fargo-moorhead-flood-protection-project"], "units": {}, "query_ms": 0.9841923601925373, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
