Mr. President, I am pleased to recognize the\n\nVicksburg District of the U.S. Army Corps of Engineers--USACE--for 150\n\nyears of exceptional service to the people of Mississippi and our\n\nNation.\n\nFounded in 1873 when Captain William Henry Harrison Benyaurd created\n\na USACE office in Monroe, LA, the Vicksburg District now covers 68,000\n\nsquare miles in Mississippi, Arkansas, and Louisiana; nine major river\n\nbasins; 278 miles of the Mississippi River; and 460 miles of mainline\n\nMississippi River levees. In 1884, the first permanent Vicksburg office\n\nwas formed by Captain Eric Bergland. Vicksburg National Military Park\n\nwas largely constructed by the Vicksburg District in the early 1900s.\n\nIn response to the Great Mississippi Flood of 1927 and as directed by\n\nthe Flood Control Act of 1928, the Vicksburg District designed and\n\nimplemented an extensive flood control program, commonly referred to as\n\nthe Mississippi Rivers and Tributaries--MR&T--project, which continues\n\nto serve the people of Mississippi to this day.\n\nThe benefits the Vicksburg District brings to Mississippians and the\n\nNation are hard to quantify, but should not be taken for granted. The\n\naverage annual benefits of the MR&T project alone are valued at $1.46\n\nbillion, but the positive impacts associated with the many watersheds,\n\nports, locks and dams, reservoirs, and flood control structures the\n\ndistrict manages go far beyond any dollar amount.", 1, "2026-03-30T01:40:41Z", "2026-04-08T00:18:03Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://www.hydesmith.senate.gov/150th-anniversary-us-army-corps-engineers-vicksburg-district"], "units": {}, "query_ms": 0.9687659330666065, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
