Mr. President, I rise today to also express my\n\ndisappointment in the fiscal year 2024 budget submitted to Congress by\n\nPresident Biden. As a fiscal conservative, I have serious concerns\n\nabout the direction this budget proposes to take our country. It fails\n\nto address the real needs of our Nation and instead doubles down on\n\nfailed policies.\n\nAmericans continue to suffer from the worst inflation since the\n\nCarter administration--inflation set off by President Biden's reckless\n\ntax-and-spend agenda. Consumer prices have risen 15 percent since Biden\n\ntook office. These are real numbers. People in my home State of\n\nMississippi and across this country continue to see their hard-earned\n\nsavings dwindle and their paychecks stretched thin by higher prices for\n\neverything from groceries to gasoline and basic utilities.\n\nAfter 2 years of trudging through this economy, Americans truly need\n\nhelp. However, President Biden's budget will do anything but help. The\n\nPresident's $7 trillion budget for 2024 will result in massive spending\n\nincreases that will further exacerbate our already significant debt and\n\ndeficit problems. Remember, reckless spending is the major reason\n\nprices took off in the first place.\n\nWe simply cannot afford to spend at this level and continue passing\n\non the burden of our current and growing debt to future generations.\n\nWhat is more, this proposal includes $4.7 trillion in new or\n\nincreased taxes--the largest tax hike since the 1960s. These tax hikes\n\nwould stifle economic growth, discourage investment, and ultimately\n\nharm the very people the President's budget is supposed to help.\n\nThe President is asking Congress to hike the individual Federal\n\nincome tax rate up from 37 percent to 39.6 percent, not including the\n\nsurtaxes with that. This proposal would push tax increases on even more\n\nhard-working Americans. Make no mistake, this proposal does not ``tax\n\nthe rich,'' as my colleagues across the aisle love to say; it raises\n\ntaxes on middle-class Americans.\n\nThe President's proposed tax increases may raise revenue in the short\n\nterm to support his big spending, Big Government schemes, but they\n\namount to distraction and to only gimmicks.\n\nThere is little chance these massive tax increases will see the light\n\nof day, but even if they did, the Biden tax hikes would not address the\n\nunderlying issues of our ballooning national debt.\n\nThe nonpartisan Congressional Budget Office projects that the Federal\n\nGovernment will spend over $10 trillion on interest alone in the next\n\n10 years. Think about that for a moment--$10 trillion on interest\n\npayments alone. Unbelievable. As we pay more and more on debt interest\n\npayments, there will be less available to use on critical and important\n\npriorities like Senator Hoeven mentioned: national defense,\n\ninfrastructure, healthcare, or education.\n\nI recently reintroduced a constitutional balanced-budget amendment\n\nbecause I am very concerned about the future of this great Nation. In\n\ncontrast, President Biden's 2024 budget plan sends a clear signal that\n\nhe and his administration are not serious about controlling the\n\nnational debt or even reducing annual deficit spending. He may talk\n\nabout it, but this budget says otherwise.\n\nIt is our responsibility as elected officials of the American people\n\nto strengthen our Nation, not to leave it saddled with unsustainable\n\ndebt that puts everything at risk, including entitlement programs that\n\nhard-working Americans have paid into their entire lives.\n\nPresident Biden's budget is a disappointment and falls short in\n\naddressing serious challenges, such as getting our fiscal house in\n\norder, securing the border, unleashing American energy, and so much\n\nmore.\n\nWe all know the President's budget was received dead on arrival, but\n\nit signals the starting point to the annual budget process. It is my\n\nhope that wiser minds on both sides of the aisle will prevail as\n\nCongress embarks on the 2024 budget and appropriations process.\n\nAmericans are already pinching pennies, taking on debt, and\n\nstruggling to pay their bills, and they deserve much, much more. They\n\ndeserve relief, and our Nation needs relief in the form of tried-and-\n\ntrue just pure fiscal responsibility.\n\nI yield the floor.", 1, "2026-03-30T01:40:41Z", "2026-04-07T23:30:02Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://www.hydesmith.senate.gov/government-funding-executive-calendar"], "units": {}, "query_ms": 1.7522438429296017, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
