Jim Inhofe (R-Okla.), senior member of the Senate Armed Services Committee, and James Lankford (R-Okla.) today sent a letter to Secretary of Defense Ashton Carter and Chairman of the Joint Chiefs Gen. Joseph Dunford regarding their recent testimony before a Senate Armed Services Committee hearing about the Obama administration\u2019s $1.7 billion cash payment to Iran, and the fact that top military officials were not notified before the payment was made.\r\nFollowing reports that Iran has funneled this money into its military budget, the senators also note that the payment may further embolden Iran, resulting in our troops and allies confronting more lethal and better-equipped adversaries. Iran is still listed by the State Department as a state sponsor of terrorism.\r\n\u201cWhile we understand that other agencies and departments would be in the lead for such a transaction, we are deeply concerned that President Obama and the rest of the administration did not think it was necessary to even notify the Secretary of Defense or the Chairman of the Joint Chiefs of Staff that the United States was about to provide the world\u2019s leading state sponsor of terrorism with $1.7 billion in cash,\u201d the letter reads.\u00a0\u201cIt seems clear that the Obama administration\u2019s injection of substantial, liquid financial resources into Iran\u2019s military budget also has significant and obvious implications for America\u2019s national security interests and required military posture in the Middle East.\u201d\r\nFifteen other Senators joined the letter, including Senators Ted Cruz (R-TX), Kelly Ayotte (R-NH), Shelley Moore Capito (R-WV), Susan Collins (R-ME), Tom Cotton (R-AR), Cory Gardner (R-CO), Orrin Hatch (R-UT), Johnny Isakson (R-GA), Mark Kirk (R-IL), David Perdue (R-GA), Pat Roberts (R-KS), Michael Rounds (R-SD), Marco Rubio (R-FL), Thom Tillis (R-NC), David Vitter (R-LA), and Roger Wicker (R-MS).\r\nA PDF of the letter is available here, and the full text is below:\r\nOctober 11, 2016\r\n\u00a0\r\nThe Honorable Ashton B. Dunford, Jr.\r\nChairman, Joint Chiefs of Staff\r\n9999 Joint Staff Pentagon, Room 2D920\r\nWashington, DC 20319\r\n\u00a0\r\nDear Secretary Carter and General Dunford:\r\n\u00a0\r\nThank you for your testimony before the Senate Armed Services Committee on Thursday, September 22, 2016.\u00a0 We appreciate your willingness to share your views on the significant challenges our nation faces around the globe, and we are writing to follow up on the discussion regarding the Islamic Republic of Iran.\u00a0 As you know, earlier this year, the administration provided $1.7 billion in cash to Iran.\u00a0 As was raised in the hearing, there are reports that Iran has funneled this money into its military budget.\r\n\u00a0\r\nThe plain purpose of transferring the payment in cash to Tehran was to circumvent the effects of U.S. and international financial sanctions.\u00a0 Iran is almost certainly using this windfall to skirt the arms embargo and illicitly purchase weapons for the Islamic Revolutionary Guard Corps (IRGC), the terrorist organization Hezbollah, and/or the murderous Assad regime in Syria.\u00a0 We are deeply concerned that this large infusion of U.S. taxpayer-funded cash into the coffers of the world's leading state sponsor of terrorism is going to further embolden Iran and result in our troops and our allies confronting more lethal and better equipped adversaries and potential adversaries.\r\n\u00a0\r\nGeneral Dunford, in your testimony you referred to this possibility as \u201ctroubling.\u201d\u00a0 You also testified that Iran will be \u201cmore effective\u201d in spreading malign influence with the additional funds and said that, \u201c\u2026I would prefer that we not provide additional resources to Iran.\u201d\u00a0 In addition, you referred to the decision as \u201cpolitical,\u201d and noted that regarding the payment being a ransom, you have \u201conly read open source reporting on that.\u201d\u00a0 When discussing the nature and potential consequences of the payment, Secretary Carter, you informed us that the Pentagon had not been consulted in the decision-making process, testifying that, \u201cI don\u2019t know all the details of it, and the Chairman and I were not involved in that.\u00a0 It is a decision that was taken by the law enforcement and the diplomatic community, and I would have to refer you there.\u201d \r\n\u00a0\r\nWhile we understand that other agencies and departments would be in the lead for such a transaction, we are deeply concerned that President Obama and the rest of the administration did not think it was necessary to even notify the Secretary of Defense or the Chairman of the Joint Chiefs of Staff that the United States was about to provide the world\u2019s leading state sponsor of terrorism with $1.7 billion in cash.\u00a0 It seems clear that the Obama administration\u2019s injection of substantial, liquid financial resources into Iran\u2019s military budget also has significant and obvious implications for America\u2019s national security interests and required military posture in the Middle East. \r\n\u00a0\r\nThese additional funds for Iran\u2019s military budget are troubling especially in light of the increasingly belligerent behavior of Tehran since the Joint Comprehensive Plan of Action went into effect.\u00a0 In addition to supporting Hezbollah and Assad, since last January, Iran has illegally detained ten American sailors, repeatedly tested ballistic missiles, incessantly harassed U.S. naval vessels, and unjustly imprisoned American citizens.\r\n\u00a0\r\nIn light of these facts, we respectfully ask that you submit written answers to the questions below: \r\n\u00a0\r\n1. Is it the Department of Defense\u2019s assessment that the $1.7 billion in cash the administration provided to Iran has been primarily devoted to Iran\u2019s military budget?\r\n\u00a0\r\n2. How does the Department of Defense assess that Iran will spend these additional military resources?\r\n\u00a0\r\n3. What are the tactical, operational, or strategic implications for the United States of these additional resources, and how does the Department of Defense plan to respond?\r\n\u00a0\r\n4. Have any of the United States\u2019 Middle East regional partners expressed concern to you regarding Iran\u2019s increasing belligerence, as well as Tehran\u2019s growing military investment?\r\n\u00a0\r\n5. Do you see a correlation between the increased financial resources now available to Iran and the increase in its belligerent activities? \r\n\u00a0\r\n6.
