Intelligence reports and media reports have found that UNRWA employees participated in the October 7 attack on Israel. Additionally, Hamas and other terrorist groups use UNRWA offices and schools to store weapons and act as command centers.\n\nGRAHAM: \u201cUNRWA has blood on its hands. They\u2019re part of the problem, not the solution. I have no desire, zero desire, to help UNRWA. You can\u2019t convince me they\u2019ve changed.
