The\r\nIMPROVE Addiction Care Act would require state Medicaid programs to use\r\njointly-funded drug utilization review programs to increase access to treatment\r\nand boost safeguards for those on Medicaid who have experienced a non-fatal,\r\nopioid-related overdose. The legislation would close a dangerous information\r\ngap that keeps prescribers uninformed about a patient who overdoses. Every West Virginian has experienced the impacts of the opioid\r\nepidemic on our family, friends, and neighbors. Today I joined my bipartisan,\r\nbicameral colleagues in introducing theIMPROVE Addiction Care Actto\r\nstrengthen Drug Utilization Review programs across the nation to prevent opioid\r\noverdoses by helping to better connect Medicaid patients to treatment options.\r\nAmericans who have overdosed need our help getting back on their feet through\r\ntreatment programs, and I urge my colleagues on both sides of the aisle and in\r\nboth chambers to support this commonsense legislation,said Senator\r\nManchin. Specifically, the IMPROVE Addiction Care Act requires that\r\nstates use drug utilization review programs to: \r\n Alert: Ensure that doctors are aware if their\r\nMedicaid-enrolled patient has suffered a previous nonfatal overdose and\r\nalert the prescriber when one of their patients suffers a fatal overdose\r\n Treat: Connect recent opioid overdose survivors who\r\nreceive Medicaid benefits with treatment opportunities\r\n Educate: Perform ongoing reviews and offer provider\r\neducation In\r\n2018, Congress passed the SUPPORT for Patients and Communities Act\r\nresulting in Medicare Part D plan sponsors being notified of individuals with a\r\nhistory of opioid-related overdoseno notification or case management was\r\npreviously required solely based on previous non-fatal overdose occurrence,\r\ndespite studies linking previous non-fatal overdoses to subsequent fatal\r\noverdoses. Arecent studyof 3,606\r\nMedicaid-enrolled adolescents (ages 13-22) who experienced an opioid-related\r\noverdose found that only one in 54 received medication-assisted treatment and\r\nless than one in three received any treatment whatsoever. Equally concerning,\r\nMedicaid beneficiaries often continue receiving legal opioid prescriptions even\r\nafter suffering a nonfatal, opioid-related overdose.In West\r\nVirginia, 91%\r\nof drug overdose deaths between 2001-2017 had a documented history of receiving\r\na controlled substance prescription, with 36-49% of those who died\r\nhaving refilled their prescriptions within 30 days. Boston University and Harvard Medical Schoolfound that 91% of patients who suffered an\r\nopioid-related overdose between 2000 and 2012 received another legal opioid\r\nprescription within a year.
