It is a true shame that President Trump\r\ndecided to veto the NDAA  putting our servicemembers and their families at\r\nimmediate risk and denying them a hard-earned pay raise, jeopardizing an\r\nexpansion of healthcare benefits for our brave Veterans who have been exposed\r\nto toxic chemicals during their selfless service to our nation and hindering\r\nour cybersecurity forces as they work to address the recent cyberattacks we've\r\nexperienced. The NDAA has passed with overwhelming bipartisan support every\r\nyear for the last six decades  providing America and our allies with security\r\nand stability. This legislation continually ensures our servicemembers have the\r\nequipment\r\nand support they need to protect our nation from threats at home and abroad.\r\nHis selfish decision is recklessly irresponsible plain and simple and I urge my\r\ncolleagues to join with me to quickly override this veto. What's at stake with President\r\nTrump's veto:  Providing Support for Military Families\r\nand Personnel The FY21 NDAA will strengthen DOD's\r\nresponse to COVID-19 and continues the work of expanding protections for all federal\r\nworkers. The bill: \r\n Includes an across-the-board 3\r\npercent pay raise for all service members, providing an average increase\r\nof $860 to $1,500 per year for enlisted troops.\r\n Requires the Department of\r\nDefense to develop a strategy for pandemic preparedness and review the\r\nmilitary health system's response to COVID-19. More than 89,000 Department\r\nof Defense employees, including 60,000 servicemembers, have already\r\ncontracted COVID and a more comprehensive strategy is essential to prevent\r\nfurther spread and preserve readiness.\r\n Provides transitional health\r\nbenefits for National Guard members and their families who support the\r\nFederal response to COVID-19.\r\n Ensures that Paid Parental\r\nLeave provisions from last year's NDAA apply to all Federal government\r\nemployees and expands anti-discrimination protections for Federal workers.\r\n Makes substantive policy\r\nimprovements to fix the privatized housing crisis for military families\r\nand adds over $1.1 billion in additional military construction projects,\r\nincluding multiple child development centers, pier replacements,\r\nadditional National Guard Readiness Centers, and $25 million for projects\r\nto combat the effects of climate change. Protecting Healthcare for Veterans The FY21 NDAA also expands access to\r\nhealthcare for Veterans and their families. The bill: \r\n Adds Parkinsonism, bladder\r\ncancer, and hypothyrodism to the list of diseases associated with exposure\r\nto Agent Orange, providing access to benefits to an additional 34,000\r\nVeterans.\r\n Authorizes additional VA care\r\nfor newborn children of Veterans.\r\n Requires the DOD IG to audit\r\nthe medical conditions of servicemembers and their families who have lived\r\nin unsafe or unhealthy military housing. Advancing National Security Priorities The FY21 NDAA is one of the strongest yet\r\nin countering emerging threats and ensuring a robust response to protect\r\nAmerican interests. On China, the bill: \r\n Counters the threat posed by\r\nChina to the U.S. and our allies by establishing the Pacific Deterrence\r\nInitiative, a new authority for the Department of Defense modeled after\r\nthe European Deterrence Initiative, and authorizes an additional $150\r\nmillion in funding.\r\n Includes the CHIPS Act, which\r\nwill support U.S. semiconductor research and manufacturing, and prohibits\r\nprocurement of covered printed circuit boards (PCBs) from China.\r\n Provides Section 333 security\r\nassistance authority to help our allies build defenses against Chinese\r\ncyberattacks and enhance Air Domain Awareness, as well as providing $2.5\r\nmillion to Vietnam, Indonesia, and Thailand for a pilot program to help\r\ncounter Chinese cyberattacks.\r\n Requires the Department of\r\nDefense to notify Congress prior to basing a major weapons system or\r\nadditional permanently assigned forces in a host country with network\r\ninfrastructure provided by at-risk vendors, including Huawei and ZTE. On other global priorities, the bill: \r\n Fully funds the European\r\nDeterrence Initiative to strengthen efforts to counter Russian aggression\r\nand authorizes $250 million in security assistance to Ukraine.\r\nAdditionally requires the Secretary of the Treasury to take measures to\r\ncombat Russian money laundering.\r\n Establishes the role of a\r\nSenate-confirmed National Cyber Director to coordinate cybersecurity\r\npolicy and requires DOD to establish a program to train personnel on the\r\nthreat of foreign malign influence across social media.
