Every\r\nchild deserves a roof over their head and a safe place to sleep and it is\r\nunbelievable that in the 21st century that isn't a reality. The\r\nrecent report from Chapin Hall at the University of Chicago found the lack of\r\nresources in rural areas of America  like West Virginia  create additional\r\nburdens for children and youth experiencing homelessness. That's exactly why\r\nthe bipartisan Emergency Family Stabilization Act is needed to bring\r\nresources to our families in need during the COVID-19 pandemic. I urge my\r\ncolleagues on both sides of the aisle to support this commonsense legislation\r\nto help our children and youth across America who need help right now, said\r\nSenator Manchin. This\r\nquantitative\r\nstudy found that while youth homelessness rates are similar in urban and\r\nrural areas, rural areas tend to far worse because they lack general awareness\r\nand the resources to provide assistance to youth experiencing homelessness. The\r\nreport calls for community-driven collaborative approaches to addressing youth\r\nhomelessness because most rural areas have insufficient resources to support\r\nyouth experiencing homelessness. Overview\r\nof Report Findings: \r\n The\r\ncurrent methods for identifying and counting youth experiencing\r\nhomelessness are inadequate and need to be updated. \r\n Rural\r\nschools need more capacity devoted to identifying and servicing youth\r\nexperiencing homelessness.\r\n Flexible\r\nfunding is needed in every community  especially rural communities  to\r\nbetter address youth homelessness.\r\n Community-driven\r\ncollaborative approaches are more effective in addressing youth\r\nhomelessness as opposed to individual agencies.
