Graham Sanctioning Russia and Iran Act, which he introduced with a bipartisan group of his colleagues to hold major purchasers of Russian oil and gas accountable for supporting Russia\u2019s war in Ukraine. The legislation, the result of an agreement negotiated by the late Sen. Lindsey Graham (R-S.C.) and the White House, passed the Senate by a vote of 86 to 11.\n\n\u201cOver the past several weeks, the administration has increased economic pressure on Russia and Iran, making clear that the United States will not reward aggression,\u201d said Sen. Moran. \u201cThis legislation builds upon those efforts by giving the President stronger tools to ensure these sanctions remain effective and much more difficult to evade.\u201d\n\n\u201cRussia and Iran are no longer acting independently,\u201d continued Sen. Moran. \u201cBoth governments seek to undermine American interests, threaten our allies and weaken the international order that has helped preserve peace for generations. The passage of this legislation will not, by itself, end the war in Ukraine or change Iran's behavior. But it will make both regimes pay a far higher price for choosing aggression over peace.\u201d\n\n\u201cThe Senate has done its part,\u201d concluded Sen.
