The DOE and its network of National Laboratories is ready and able to bring our nation to the next level of scientific discovery and global competitiveness through the innovation of safe and responsible AI,\u201d said Chairman Manchin. \u201cThis bipartisan legislation will leverage the agency\u2019s existing world-class laboratory test facilities, scientific workforce, and advanced computing resources to strengthen our country\u2019s AI capabilities to remain the superpower of the world in energy, national security, and economic competitiveness. Deploying our existing lab infrastructure and scientific expertise for AI instead of starting from scratch will also safeguard taxpayer dollars and allow us to move quickly. As Chairman of the Senate Energy and Natural Resources Committee, I am proud to work with my friend, Senator Murkowski, on this crucial legislation and I encourage my colleagues on both sides of the aisle to support this initiative to further unlock the groundbreaking potential of AI.\u201d\n\nThe DOE oversees the 17 National Laboratories and 35 user facilities and houses a workforce of over 70,000 scientists, engineers, and researchers with world-leading scientific expertise. Dating back to the Manhattan Project, the DOE\u2019s National Labs have been at the forefront of scientific advances and national security matters and over the past decade, the agency has developed thousands of AI applications, ranging from medical imaging and genomics to electric grid management and nuclear security. As a result, the DOE has the computing resources, expertise, and experience managing large volumes of data, which is required for heading our country\u2019s artificial intelligence strategy.\n\nThe Department of Energy AI Act:\n\n\u2022 Authorizes the Frontiers in Artificial Intelligence for Science, Security, and Technology (FASST) initiative at DOE.\n\n\u2022 Establishes a network of AI research clusters built on DOE\u2019s existing ecosystem of computing capabilities and research facilities at National Labs.\n\n\u2022 Builds a research and development program on four main pillars:\n\n1. Data: Develop methods, platforms, protocols, and other tools required for efficient, safe, and effective aggregation, generation, curation, and distribution of AI training datasets.\n\n2. Computing Infrastructure and Platforms: Develop and deploy next-generation AI computing platforms and infrastructure; i.e. AI testbeds, energy-efficient computing hardware, and unclassified and classified high-performance computing systems.\n\n3. AI Models and Systems: Develop, train, test, and validate foundation models for scientific and national security applications.\n\n4. Application: Use AI foundation models and other AI technologies to develop tuned and adapted downstream models to solve pressing scientific, energy, and security challenges.\n\n\u2022 Establishes an AI risk evaluation and mitigation program to evaluate and mitigate safety and security risks of AI to better inform future decision-making.\n\n\u2022 Directs the development of a strategic plan with specific short-term and long-term goals to advance applications in AI for science, energy, and national security.\n\n\u2022 Includes STEM education and workforce development in AI through various disciplines.\n\n\u2022 Formally authorizes the Office of Critical and Emerging Technology at the Department of Energy to ensure interagency collaboration.\n\n\u2022 Improves the federal permitting process through the use of AI technologies.\n\n\u2022 Directs FERC to initiate a rulemaking for the use of advanced computing technologies to expedite the interconnection queue process.\n\n\u2022 Directs DOE to study the growth of computing data centers and the electrical power load.\n\nThe full text of the legislation is available here.", 1, "2026-03-30T01:40:41Z", "2026-04-06T18:32:29Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://www.murkowski.senate.gov/press/release/murkowski-manchin-introduce-bipartisan-legislation-to-advance-department-of-energy-ai-research-for-science-security-and-technology"], "units": {}, "query_ms": 0.954275019466877, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
