While it is significant that the Strait of Hormuz will be open, I share the apprehensions of many of my colleagues about the plain terms of the MOU\u2014which include immediate sanctions relief and commitments for $300 billion in reconstruction\u2014because the hardline Iranian regime could return to terror-as-usual without abandoning their nuclear program or ballistic missile capabilities.
