{"database": "press", "table": "releases", "rows": [["https://www.paul.senate.gov/news-dr-rand-pauls-reins-act-passed-senate-committee/", "Dr. Rand Paul\u2019s REINS Act Passed by Senate Committee", "2017-05-17", "2017", "2017-05", "Republican", "Senate", "KY", "Rand Paul", "P000603", "www.paul.senate.gov", "paul", "https://www.paul.senate.gov/news/", "scraper", "WASHINGTON, D.C. \u2013 Today, the U.S. Senate Homeland Security and Governmental Affairs Committee (HSGAC) passed U.S. Senator Rand Paul\u2019s S. 21, the \u201cRegulations from the Executive in Need of Scrutiny\u201d (REINS) Act, sending the legislation to the Senate floor.\n\n\u201cFor too long, an ever-growing federal bureaucracy has piled regulations and red tape on the backs of the American people without any approval by Americans\u2019 elected representatives,\u201d said Dr. Paul. \u201cThe REINS Act reasserts Congress\u2019 legislative authority and would continue the historic progress we have made this year to curb the damaging effects of overreaching regulations.\u201d\n\nDr. Paul\u2019s REINS Act would rein in unelected federal bureaucrats by requiring that Congress affirmatively approve every new \u201cmajor rule\u201d proposed by the Executive Branch before it can be enforced on the American people.\n\nA \u201cmajor rule\u201d is defined as any federal rule or regulation that may result in 1.) an annual economic impact of $100 million or more, 2.) a major increase in costs or prices for American consumers, or 3.) significant adverse effects on the economy.\n\nIn January, the U.S. House passed Rep. Doug Collins\u2019 (GA) companion legislation, H.R. 26, by a vote of 237-187.\n\nS. 21 currently has 35 cosponsors.
