These amendments are largely aimed at eliminating inefficiencies and wasted funds within the U.S. Department of Defense (DoD). As a fierce advocate for our nation\u2019s armed forces, Sen. Paul believes these amendments will help ensure that DoD funds are spent on our most critical defense needs, as efficiently as possible.\n\nBelow is the list of Sen. Paul\u2019s amendments with summaries.\n\nBACKGROUND INFORMATION\n\nAmendment No. 1543 \u2013 \u201cBonus for Cost Cutters\u201d\n\nAllows U.S. government agency\u2019s inspector general to pay a bonus of up to $10,000 when a federal employee identifies surplus or unneeded funds; 90% of those savings go towards deficit reduction.\n\nAmendment No. 1545 \u2013 Budget Point Order against appropriations for unauthorized programs\n\nCreates a budget point of order against funding programs that have been expired for more than 5 years.\n\nForces Congress to eliminate appropriations for programs that do not have authorization.\n\nAmendment No. 1546 \u2013 Increase in transfer authority (Sequester Flexibility Act)\n\nGrants U.S. Department of Defense (DoD) $50 billion in transfer authority between accounts to mitigate the effects of sequestration.\n\nAmendment No. 1547 \u2013 Bonus for Cost Cutters for the U.S. Department of Defense (DoD)\n\nProvides incentives for DoD contractors to save money including ability to keep a portion of their savings and contracting incentives for future contracts.\n\nAmendment No. 1548 \u2013 Eliminating duplicative programs\n\nAllows the U.S. Secretary of Defense the ability to work with other government agencies to eliminate duplicative programs performed by other sectors of the government.\n\n###", 1, "2026-03-30T01:40:41Z", "2026-04-08T20:17:59Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://www.paul.senate.gov/news-sen-rand-paul-introduces-budget-amendments-ndaa/"], "units": {}, "query_ms": 1.6004662029445171, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
