{"database": "press", "table": "releases", "rows": [["https://www.portman.senate.gov/public/index.cfm/press-releases?ID=086b27df-2a21-46b9-b473-1c5660a4609a", "Defense Authorization Bill Includes Portman-Whitehouse Asset Tracking Provision", "2013-12-17", "2013", "2013-12", "Republican", "House", "OH", "Rob Portman", "P000449", "www.portman.senate.gov", null, null, "legacy", "Washington, D.C. \u2013 This week the U.S. Senate is expected to vote on the National Defense Authorization Act (NDAA), legislation that will authorize funding for defense programs in the year ahead.\u00a0 The final bill, which was unveiled last week, includes a bipartisan provision authored by U.S. Senators Rob Portman (R-Ohio) and Sheldon Whitehouse (D-RI) to strengthen the military\u2019s \u201casset tracking\u201d efforts.\u00a0 These efforts can save taxpayer dollars and help prevent counterfeit military items from entering the supply chain.\r\n\u201cThe Defense Department is wasting billions of dollars a year due to ineffective financial and supply management practices,\u201d said Portman.\u00a0 \u201cWe need to solve these problems as we seek to find savings in the Defense budget while maintaining the superiority of our force.\u00a0 This initiative will force the Pentagon to accelerate solutions and get much-need input from industry partners that are at the cutting edge of supply chain management.\u201d\r\n\u201cThis provision will help encourage the use of state of the art barcode tracking technology for military assets,\u201d said Whitehouse.\u00a0 \u201cThis technology can help improve inventory management for military equipment and parts, while also cutting costs.\u00a0 It can also help to identify counterfeit items that pose serious risks to our troops.\u201d\r\nThe Portman-Whitehouse legislation would:\r\n\u2022\u00a0Require the Department of Defense to include in its report to Congress a description of how improved asset tracking and in-transit visibility could enhance audit readiness, reduce counterfeit risk, enhance logistical processes, and benefit the Department of Defense.\u00a0   \u2022\u00a0Require a detailed description of asset marking requirements and how automated information and data capture technologies could improve readiness, cost effectiveness, and performance.  \u2022\u00a0Require a defined list of all categories of items that program managers shall identify for the purposes of asset marking.  \u2022\u00a0Require a description of steps to improve asset tracking for classified programs.  \u2022\u00a0Require steps to be undertaken to facilitate collaboration with industry designed to capture best practices, lessons learned, and any relevant technical matters.", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://www.portman.senate.gov/public/index.cfm/press-releases?ID=086b27df-2a21-46b9-b473-1c5660a4609a"], "units": {}, "query_ms": 1.3814622070640326, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
