This bill would prohibit state and local authorities, such as NYC Mayoral candidate Zohran Mamdani, from arresting or detaining foreign nationals like Israeli Prime Minister Benjamin Netanyahu, based solely on ICC warrants, indictments, and/or requests, unless authorized by federal law or presidential memorandum as it pertains to America\u2019s national security.
