The legislation reflects bipartisan, bicameral work that passed the Senate Banking Committee unanimously, 24-0, and incorporates almost all of the House\u2019s housing provisions into a unified package. Today, the Senate voted 90-8-1 on the motion to proceed on the 21st Century ROAD to Housing Act.\n\nHow Congress can help solve the housing crisis \u2014 and boost American homeownership dreams\n\nU.S. Senator Tim Scott\n\nMarch 3, 2026\n\nLINK\n\nLike most Americans today, my mother saved and planned for years before she was able to own her first home.\n\nAt age 38, after working long hours for decades, she finally achieved that monumental milestone for our family.\n\nI know what it\u2019s like for families to stretch every dollar so that one day they can make that American dream of owning a home come true.\n\nHousing affordability isn\u2019t just a policy issue or talking point for me \u2014 it\u2019s personal.\n\nAnd addressing today\u2019s affordability crisis requires leaders who understand the struggle of being one unexpected bill away from falling behind.\n\nThose of us who\u2019ve lived that struggle know how important it is to preserve the fundamental dream of homeownership in America, regardless of zip code and income level.\n\nPresident Donald Trump, Senate Majority Leader John Thune, and Republicans across the country share my commitment to housing affordability and homeownership.\n\nWe are laser-focused on helping families, workers and small businesses stay afloat and achieve that dream.\n\nThat\u2019s why in 2024, when I was ranking member of the Senate Banking Committee, I introduced the original ROAD to Housing Act.\n\nSince then, I\u2019ve worked with my colleagues on a broad bipartisan, bicameral package that helps make the dreams of homeownership a reality for all Americans.\n\nThis week, the U.S. Senate will be voting on the bill.\n\nIt tackles housing affordability by unlocking private investment, cutting red tape, embracing modern manufactured and modular housing, and trusting local leaders to drive solutions that work for their communities.\n\nIt also includes a provision to enact the president\u2019s recent initiative to limit large institutional investors\u2019 distortion of local housing markets.\n\nAfter all, as President Trump said during his State of the Union address last week, \u201cWe want homes for people, not for corporations.\u201d\n\nTo include as many good ideas as possible, we\u2019ve added provisions from the House of Representatives\u2019 Housing for the 21st Century Act, creating a comprehensive package that reflects the priorities of both chambers.\n\nThe bill aims to unlock private capital to expand housing supply.\n\nGovernment cannot subsidize or build its way out of this problem, and it shouldn\u2019t try.\n\nBut government can encourage private investment \u2014 and when that happens, communities grow in ways that make sense locally, without a one-size-fits-all approach from the federal government that wastes taxpayer dollars.\n\nThe ROAD to Housing Act also cuts the red tape that drives up housing costs.\n\nFederal rules make building in America slower and more expensive than it should be; outdated and duplicative requirements add unnecessary costs that are passed down to families.\n\nStreamlining and removing those archaic rules will speed up overall construction time, making homes more affordable.\n\nMy bill embraces modern manufactured and modular housing as an affordable path to homeownership, especially for first-time homebuyers and working families, removing onerous rules that no longer suit today\u2019s methods and materials.\n\nFinally, my legislation trusts local leaders.\n\nI know that in my home state of South Carolina, what works in Charleston won\u2019t necessarily work in Columbia or Rock Hill.\n\nWashington shouldn\u2019t pretend to have all the answers. Communities know their needs best, and they should have the flexibility to meet them.\n\nTheROAD to Housing Act passed the Senate Banking Committee unanimously, 24-0, and has strong bipartisan support across the Senate, giving it a clear pathway forward.\n\nAfter Senate approval, the combined package will return to the House for final consideration before heading to President Trump for his signature.\n\nRecently, I met with local leaders in Beaufort, SC, for the ribbon-cutting of a workforce housing project that will bring hundreds of new homes to the market.\n\nStanding by their side, it was clear what makes the difference: When the federal government gets out of the way, and communities are empowered to build, families win.\n\nThat project shouldn\u2019t be the exception; it should be the rule.\n\nHousing affordability is a national challenge hitting cities, rural towns and suburbs alike.\n\nIt\u2019s one of the biggest drivers of higher costs for families who are already stretched thin.\n\nStarting a family becomes so much more daunting.\n\nNew parents can\u2019t save.\n\nDreams are put on hold, and Americans can\u2019t build a future.\n\nPassing the ROAD to Housing Act will help Americans buy homes in the communities they love, and will provide real opportunities for struggling parents like my mom who did everything for our family.\n\nThat\u2019s why it must make it to the president\u2019s desk without delay.\n\n###", 1, "2026-04-04T05:28:40Z", "2026-04-04T05:30:10Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://www.scott.senate.gov/media-center/press-releases/icymi-sen-tim-scott-pens-op-ed-in-the-new-york-post-about-putting-housing-affordability-at-the-forefront-of-the-american-dream/"], "units": {}, "query_ms": 1.5032701194286346, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
