While only some states have protections for infant survivors, this legislation would set a federal standard for protecting vulnerable life.\n\n\u201cThe right to life is enshrined in our Declaration of Independence,\u201d said Senator Scott. \u201cCongress must pass this legislation so we can stay true to our American values, create a culture of life in our country, and protect our most fundamental right, the right to life itself.\u201d\n\nThe legislation is supported by Susan B.
