Graham Sanctioning Russia Act.\n\n\u201cThe National Defense Authorization Act.\n\n\u201cFISA.\n\n\u201cBut at the top of the list right now is funding the government.\n\n\u201cIf there\u2019s any responsibility we have as members of Congress, it is that.\n\n\u201cAnd our country cannot afford another shutdown like the two shutdowns we\u2019ve experienced over the course of this fiscal year.\n\n\u201cShutdowns take a toll on our economy.\n\n\u201cOn our national security.\n\n\u201cThey create havoc at airports.\n\n\u201cAnd, of course, they take an incredible toll on hardworking Americans inside and outside of government whose paychecks depend on the government being open.\n\n\u201cI think a lot of Americans remember pretty clearly what things looked like during the Democrats\u2019 two record-breaking shutdowns this past year.\n\n\u201cGovernment workers lining up at food banks. Charging essentials on credit cards and taking up any work they could find in hopes of being able to make ends meet.\n\n\u201cGovernment services reduced.\n\n\u201cNational security agencies strained.\n\n\u201cI don\u2019t think any American who traveled will forget the effect those two shutdowns had on air travel.\n\n\u201cHours-long TSA lines \u2026 snaking \u2026 around airport concourses and out airport doors.\n\n\u201cCanceled and delayed flights.\n\n\u201cA nationwide reduction in air traffic, when our air traffic control system could no longer safely maintain regular flight schedules.\n\n\u201cAnd the list goes on.\n\n\u201cWe cannot \u2013 cannot \u2013 have this again, Mr. President.\n\n\u201cAnd that\u2019s why I\u2019ve asked Appropriations Chair Collins to draft a bipartisan and clean continuing resolution to fund the government until after the November election.\n\n\u201cAnd I intend for the Senate to vote on that before we head to our states to work during August.\n\n\u201cThe Senate Appropriations Committee is hard at work reviewing anomalies from OMB to ensure we have a bipartisan product ready to move quickly.\n\n\u201cNo one is served by our waiting until the last minute to take this up.\n\n\u201cAnd after all that our country has been through with the past two shutdowns, the American people deserve to have confidence that their government will be open and running.\n\n\u201cNot to mention the fact that government employees \u2013 like our own staffers and the Capitol Police officers standing guard around this building \u2013 deserve to know that their paychecks will be coming.\n\n\u201cIt was not a good year on the government funding front, with two record-breaking government shutdowns.\n\n\u201cBut we have an opportunity now to chart a new path.\n\n\u201cI\u2019m encouraged that so far my Democrat colleagues have signaled that they do not want to force another government shutdown.\n\n\u201cAnd I appreciate Chair Collins\u2019 work to engage with Democrats and produce a bipartisan continuing resolution.\n\n\u201cNo one \u2013 no one, Mr. President \u2013 is served by another shutdown \u2013 not either political party, and most of all not the people that we represent.\n\n\u201cSo I look forward to bringing up a bipartisan CR in the coming days.\n\n\u201cAnd I urge all of my colleagues to support this legislation and give the American people the certainty that they deserve.\u201d", 1, "2026-07-23T07:31:02Z", "2026-07-23T07:32:26Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://www.thune.senate.gov/news/press-releases/thune-hopeful-democrats-will-cooperate-in-funding-the-government/"], "units": {}, "query_ms": 0.618587015196681, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
