The legislation now heads to the President\u2019s desk to be signed into law.\n\n\u201cVictims of these heinous crimes deserve justice and Congress should do everything we can to put the perpetrators behind bars,\u201dsaid Senator Tillis. \u201cI am proud the Debbie Smith Act passed the Senate and look forward to the bill being signed into law.\u201d\n\nBackground:\n\nThe Debbie Smith Act was originally signed into law in 2004 to provide local and state crime laboratories resources to end the backlog of untested DNA evidence from unsolved crimes, analyze DNA samples, and increase the capacity to process DNA in order to guard against future backlogs. Since it became law, more than 860,000 DNA cases have been processed.\n\nIn addition to crime scene evidence, Debbie Smith funds are also utilized to process offender DNA samples to ensure evidence from unsolved crimes can be matched against a database of known offenders, similar to the criminal fingerprint databases.\n\nThis legislation is endorsed by Debbie Smith, the Fraternal Order of Police, Major Cities Chiefs, Major County Sheriffs of America, National District Attorneys Association, Consortium of Forensic Science Organizations, Rape, Abuse & Incest National Network (RAINN), and Joyful Heart Foundation.\n\n###", 1, "2026-03-30T01:40:41Z", "2026-04-06T18:32:29Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://www.tillis.senate.gov/2024/7/tillis-bill-to-reduce-rape-kit-backlog-to-be-signed-into-law"], "units": {}, "query_ms": 2.1076658740639687, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
