{"database": "press", "table": "releases", "rows": [["https://www.wicker.senate.gov/public/index.cfm/press-releases?ContentRecord_id=74E1F9E6-62F0-4C0F-91AB-DC1B2500113C", "Wicker Highlights Modern Saltwater Fishing Legislation", "2017-10-24", "2017", "2017-10", "Republican", "House", "MS", "Roger Wicker", "W000437", "www.wicker.senate.gov", null, null, "legacy", "WASHINGTON \u2013 U.S. Senator Roger Wicker, R-Miss., a member of the Senate\u2019s Commerce, Science, and Transportation Committee, today participated in a congressional hearing to examine the reauthorization of the \u201cMagnuson-Stevens Fishery Conservation and Management Act.\u201d\r\nThe hearing is the fourth in a series focused on the state of our nation\u2019s fisheries and the science that supports sustainable management.\r\nWicker highlighted ways in which his legislation, the \u201cModernizing Recreational Fisheries Management Act,\u201d would address many of the recommendations outlined in the Morris-Deal report to create a national policy for saltwater recreational fishing. One of the witnesses praised the legislation saying, \u201cit meshes up quite well [with the report], and I think it addresses those issues we would hope to see addressed in Magnuson.\u201d\r\nThe Mississippi Senator also asked the panel about the Gulf Menhaden, which is an important forage fish found in the state. There are proposals to amend the Magnuson-Stevens Act (MSA) to establish a broad \u201crule of thumb\u201d to manage all forage species according to uniform national standards. Dr. Hilborn responded by saying that the forage fish are best managed on a case-by-case basis that takes into account the unique biological and ecological factors affecting different forage species.\u00a0Wicker believes these management and scientific decisions should remain at the regional and local levels.\r\nWitnesses at today\u2019s hearing included:\r\n \r\nMr. Karl Haflinger, Founder and President, Sea State, Inc.\r\nDr. Ray Hilborn, Professor, University of Washington School of Aquatic and Fishery Sciences\r\nDr. Michael Jones, Professor, Michigan State University Quantitative Fisheries Center\r\nDr. Larry McKinney, Director, Texas A&amp;M University Harte Research Institute for Gulf of Mexico Studies", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://www.wicker.senate.gov/public/index.cfm/press-releases?ContentRecord_id=74E1F9E6-62F0-4C0F-91AB-DC1B2500113C"], "units": {}, "query_ms": 1.2761701364070177, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
