{"database": "press", "table": "releases", "rows": [["https://www.wyden.senate.gov/news/press-releases/wyden-statement-on-report-from-the-presidents-review-group-on-intelligence-and-communications-technologies", "Wyden Statement on Report from the President’s Review Group on Intelligence and Communications Technologies", "2013-12-18", "2013", "2013-12", "Democrat", "House", "OR", "Ron Wyden", "W000779", "www.wyden.senate.gov", null, null, "legacy", "Wednesday, December 18, 2013\n            \n\t\n\t\t\t\n\t\t\tWashington, D.C. \u2013 U.S. Senator Ron Wyden (D-Ore.) issued the following statement regarding today\u2019s report\u00a0from the President\u2019s Review Group on Intelligence and Communications Technologies.  \u201cI was particularly pleased with the Review Group\u2019s finding that the information collected by the NSA bulk phone records collection program \u2018was not essential to preventing attacks and could readily have been obtained in a timely manner using conventional section 215 orders.\u2019* I have been arguing for two years that the program\u2019s effectiveness has been overstated. \u00a0This panel of surveillance experts came to the same conclusion.  There is a lot in this report for a reformer to like. The panel recommends ending the bulk collection of Americans\u2019 phone records by the government and strengthening legal protections for Americans\u2019 personal information. It recommends closing the \u201cbackdoor searches\u201d loophole in the Foreign Intelligence Surveillance Act. \u00a0It also proposes significant reforms to the FISA Court, including the creation of a civil liberties advocate to argue major cases before the court.  When combined with the U.S. district court ruling on the likely unconstitutionality of bulk phone collection earlier this week, this report will help to galvanize support for surveillance reforms both with the public and within Congress.
