Yesterday, Senator Young introduced hisbipartisan amendment (4080)to Senate Joint Resolution 54 with U.S. Senators Jeanne Shaheen (D-N.H.), Susan Collins (R-Maine), and Chris Coons (D-Del.) and touted the amendment during a speech on the Senate floor.
