This bill would help ensure more young Americans are equipped with the tools to finish their degrees and find good-paying jobs in their desired career fields,\u201d said Senator Young.\n\n\u201cFirst-generation and low-income college students often don\u2019t get the support they deserve to help them finish their degrees. By encouraging colleges and universities nationwide to innovate, make educational materials more accessible, and focus on outcomes, our bipartisan bill can improve educational attainment for every student,\u201d said Senator Bennet.\n\nThe FINISH Act would amend the Higher Education Act of 1965 to better support innovative, evidenced-based approaches that improve the effectiveness and efficiency of postsecondary education for all students.\n\nMore specifically, the legislation would:\n\nAuthorize innovation grants to increase retention and completion of postsecondary education programs;\n\nEncourage open educational resources to make instructional content more widely available;\n\nSupport pay for success initiatives, performance-based agreements that result in increased public value or social benefit to students and the public sector; and\n\nEstablish better evaluation authority in order to rigorously and independently evaluate the effectiveness and efficiency of the outcomes of all programs authorized under this bill.", 1, "2026-03-30T01:40:41Z", "2026-04-06T19:07:19Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://www.young.senate.gov/newsroom/press-releases/young-bennet-reintroduce-legislation-to-promote-innovation-in-higher-education-programs/"], "units": {}, "query_ms": 1.3233560603111982, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
