This bipartisan legislation would replace the current fuel tax on mobile mounted concrete boom pumps with a mileage-based user fee.\n\n\u201cConcrete pump operators are the backbone of American construction. Many of the buildings you walk into was built by these hardworking men and women,\u201d Rep. Yakym said. \u201c This commonsense bill ensures that this vital construction equipment that builds America receives the same tax treatment as other mobile machinery.\u201d\n\n\u201cConcrete pumps shouldn\u2019t face unfair double taxation \u2013 leading to stalled construction sites nationwide,\u201d said Schneider. \u201cAs fuel and equipment costs rise, I\u2019m glad to work with my colleague Rep. Yakym on a bipartisan commonsense solution to right this wrong and ensure concrete pumping is treated fairly under the tax code like other pieces of mobile machinery in the construction industry. Our concrete pump operators must be able to continue to provide the essential services that ensure our communities have the infrastructure they need to thrive.\u201d\n\n\u201cConcrete pumping is how America builds \u2014 hospitals, schools, bridges, homes. Without concrete pump operators, job sites simply don\u2019t move. At a time when our industry facing significant fuel and equipment costs, our industry deserves to be treated fairly under the tax laws. The Concrete Pump Tax Fairness Act does that. We\u2019re grateful to Representatives Yakym and Schneider for their leadership in championing this bill and for standing up for the hardworking men and women who build this country every day.\u201d\n\nRead the full bill HERE.\n\nBackground:\n\nMobile mounted concrete boom pumps are the workhorses of American construction, yet under current law, they\u2019re taxed differently than virtually every other piece of comparable mobile machinery on job sites across the country. While similar construction equipment benefits from alternative tax treatment, concrete pump operators are stuck paying a fuel tax that doesn\u2019t reflect how their equipment is actually used.\n\nThe Concrete Pump Tax Fairness Act levels the playing field by:\n\nReplacing the existing fuel tax with a mileage-based user fee \u2014 $0.05 per mile for vehicles under 60,000 pounds and $0.07 per mile for vehicles over 60,000 pounds \u2014 so operators are taxed on road use, not fuel consumption;\n\nDepositing all revenues into the Highway Trust Fund, ensuring concrete pump operators continue contributing their fair share to America\u2019s infrastructure; and\n\nDirecting the Treasury and Transportation Departments to build a streamlined compliance system that reduces administrative burden and protects the privacy of operators.", 1, "2026-06-13T06:32:19Z", "2026-06-13T06:34:27Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://yakym.house.gov/posts/yakym-schneider-introduce-bipartisan-concrete-pump-tax-fairness-act"], "units": {}, "query_ms": 1.2059879954904318, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
