The letter raises concerns that California may have overstepped its constitutional authority while giving the CCP greater influence over American policy and access to critical technology. It calls on the federal government to determine whether these agreements violate the Constitution\u2019s Compact Clause and interfere with U.S. foreign policy.\n\n\u201cForeign policy with China is Washington\u2019s job, not California\u2019s,\u201d said Rep. Young Kim. \u201cI\u2019m alarmed by the number of agreements California has unilaterally made with China, which may violate the Constitution and undermine U.S. national security.
