Kathleen Rice (D-NY) co-led a letter signed by 67 House Democrats and Republicans and sent to Solicitor General Noel Francisco on Oct. 26. The members asked the Administration to respond to the Supreme Court\u2019s request for a brief in the case of Sokolow v. PLO. \u00a0\r\n\u00a0\r\nThe case before the Court involves American victims of a suicide bombing in Jerusalem who are seeking civil redress from the Palestinian Liberation Organization (PLO) and Palestinian Authority (PA). One of the plaintiffs resides in Smith\u2019s New Jersey district. \r\n\u00a0\r\nA jury for the Southern District of New York ruled unanimously in the plaintiffs\u2019 favor, that the PLO and the PA were liable for the damage inflicted. The Second Circuit Court of Appeals, however, vacated that decision, saying that the lower court did not have jurisdiction for the organizations in the claim. \r\n\u00a0\r\nThe plaintiffs appealed to the Supreme Court, citing the Anti-Terrorism Act of 1992 (ATA) which was passed to give American victims of terrorism abroad a legal mechanism to sue the perpetrators. \r\n\u00a0\r\nThe House of Representatives has filed an amicus brief in the case, saying that if the Supreme Court ruled against the plaintiffs it \u201ceffectively nullifies the ATA\u201d and would undermine the ability of Congress to secure justice for Americans.\r\n\u00a0\r\nSmith, a leader in fighting anti-Semitism at home and abroad, and a co-chair of the Bipartisan Taskforce for Combating Anti-Semitism, said that \u201cAmericans traveling overseas who are victims of terror attacks need to know that they have the backing of their government.\u201d\r\n\u00a0\r\n\u201cWe also seek to prevent future victims,\u201d the members wrote in the letter to the Solicitor General. \u201cThe Court should grant certiorari to review the court of appeals\u2019 deeply flawed and troubling decision, which concerns issues of exceptional importance to the Nation.\u201d Read the full letter here.", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["http://chrissmith.house.gov/news/documentsingle.aspx?DocumentID=400701"], "units": {}, "query_ms": 0.7784748449921608, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
