A video and transcript of Congressman Scott\u2019s remarks are enclosed below. \r\n\r\nClick here to watch video of Congressman Scott\u2019s remarks. \r\n  \r\nTranscript:\r\n\u201cThank you so much,\u00a0Ranking Member.\u00a0I appreciate that.\u00a0I want to deal with two things\u00a0right quick in my two minutes.\r\n\u201cFirst of all, manufactured\u00a0housing is the cornerstone of\u00a0affordable housing in this\u00a0country.\u00a0Nobody argues against that.\u00a0Manufactured\u00a0housing is in every state in\u00a0this union.\u00a0In my state of Georgia, it\u00a0accounts for 12% of all of the\u00a0affordable housing units.\u00a0And in some states, it's even\u00a0higher than that.\u00a0\r\n\u201cI just simply want to clarify\u00a0why I support the bill.\u00a0It's because of two things.\u00a0One, it's because of the\u00a0devastating federal regulations\u00a0that are on it for these\u00a0hundreds of thousands and\u00a0millions of customers \u00a0and, what it's doing is, it's\u00a0making the American people\u00a0unable to purchase manufactured\u00a0housing. I think we have to\u00a0look at that.\u00a0It's also eroding the home\u00a0values of existing owners of\u00a0manufactured housing.\u00a0\u00a0\r\n\u201cOur bill simply moves to\u00a0correct it by doing three\u00a0things.\u00a0We just simply do some\u00a0technical clarifications to the\u00a0definition of mortgage\u00a0originator, loan originator and\u00a0the high-cost mortgage.\u00a0\r\n\u201cAnd let me just say this.\u00a0I was an original sponsor of\u00a0Dodd-Frank.\u00a0What we did in this bill was to make\u00a0sure that mortgage protection\u00a0and Dodd-Frank are protected in\u00a0here, including anybody\u00a0steering anyone into any kind\u00a0of loans with predatory\u00a0amplifications.\u00a0\r\n\u201cThis is a great debate.\u00a0There are two sides to it.\u00a0But when you look at it, it's\u00a0the millions of Americans who\u00a0are suffering from an inability\u00a0to get a mobile home or an\u00a0inability to keep them. All\u00a0we're doing is simply making\u00a0these minor adjustments.\u00a0\r\n\u201cNow I want to clarify this about\u00a0Dodd, about the CFPB\u00a0director.\u00a0I want to quote, and I want the\u00a0American people to listen to\u00a0me,\u00a0in section 1011 of Dodd-Frank,\u00a0paragraph 5, it states this: \u00a0\u201cthe Deputy Director of the\u00a0Consumer Financial Protection\u00a0Agency shall be appointed by\u00a0the Director and serve as\u00a0Acting Director in the absence\u00a0or unavailability of the\u00a0Director.\u201d\r\n\u201cWe wrote this, Chairman\u00a0Hensarling.\u00a0We wrote this.\u00a0This is the law.\u00a0We must abide by it.\u00a0Thank you, Mr. Chairman.\u201d", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["http://davidscott.house.gov/news/documentsingle.aspx?DocumentID=397977"], "units": {}, "query_ms": 2.403299091383815, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
