The trains were bulk ordered on behalf of the Departments of Transportation from California, Illinois, Michigan, Missouri, and Washington.
The new locomotives will achieve a maximum speed of 125 mph and meet new Federal Tier 4 emissions standards, the cleanest to date. The Notice of Intent to Award means a potential vendor (Siemens) has been identified. A contract still needs to be awarded before the purchase can proceed.
Congressman Garamendi joined a support letter in April 2012 to the Chairmen and Ranking Members of the House Transportation and Infrastructure Committee and the Subcommittee on Railroads, Pipelines, and Hazardous Materials urging them to reject a proposal from the Senate to lower the congressionally approved Next Generation Equipment Committee’s requirement that new diesel-electric passenger locomotives be capable of operating at a sustained speed of 125 mph. The Senate proposal would have lowered the requirement to 110 mph, an idea that was ultimately rejected thanks to leadership in the House from Garamendi and other leaders.
“When Congress passed the Recovery Act in the midst of the Great Recession in 2008, they wisely required that all transportation projects funded with that money must go back to American manufacturers. Siemens USA in Sacramento was thus born, and with this announcement, we’re continuing to see the fruits of smart public policy,” said Congressman Garamendi. “I’m happy for every American who will have a job thanks to this contract and happy for the commuters who will get to ride these state-of-the-art locomotives. Let’s replicate this tremendous success story and require that all future transportation projects paid for with taxpayer dollars must Make It In America.”
"We are extremely proud to have been selected as a rolling stock partner to help bring the next era of passenger rail service to Illinois, Michigan, Missouri, California and Washington State," said Michael Cahill, president of Siemens Rail Systems in the U.S. "Leveraging Siemens’ proven rail expertise and technology, we look forward to building the most energy-efficient, advanced technology, diesel-electric locomotives in North America at our solar-powered transportation manufacturing facility in Sacramento, California."
“This award creates jobs, spurs economic growth and further lays the foundation for a sustainable, long-term passenger rail network in the United States,” U.S. Transportation Secretary Anthony Foxx said. “We’re proud to make investments in the next generation of passenger locomotives that will be built in the United States by the hands of American workers and will provide faster, safer and more reliable intercity passenger service.”
About the Award
The Federal Railroad Administration (FRA) allocated $808 million to fund the manufacturing of the next generation of passenger rail equipment including approximately 35 new locomotives and 130 bi-level rail cars. The locomotives will meet the standards developed by Amtrak, states, FRA and rail industry experts under the Passenger Rail Investment and Improvement Act of 2008. The locomotives and all of their component parts will be built in the United States by American workers in Sacramento, California. The project will retain and create jobs in several states across the country.
About Siemens’ Diesel Electric Locomotive
Siemens Rail Systems is bringing one of the most modern and efficient passenger rail, diesel electric locomotives in the world to the U.S. marketplace. Cummins' QSK95 diesel engines will be used in Siemens' diesel electric locomotives in the U.S., resulting in one of the most energy-efficient, lightweight, smart, diesel electric locomotives available today in North America.
Leveraging Siemens’ proven rail technology, these locomotives will be designed and built specifically for today's new train passenger, providing a smoother, more reliable and more energy-efficient riding experience. The state-of-the-art locomotives will also deploy a new engine aftertreatment system that will deliver a cleaner ride with better air quality and reduced emission rates. Importantly, these smarter, lighter trains are being developed with passenger and crew safety top-of-mind.
To further boost American manufacturing through investment in rail, the locomotives will be built and assembled at Siemens' solar-powered transportation manufacturing facility in Sacramento, California.", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z
url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at
url
http://garamendi.house.gov/press-release/sacramento-based-siemens-locomotive-manufacturing-facility-scores-big-new-bid-good
