{"database": "press", "table": "releases", "rows": [["http://guthrie.house.gov/index.cfm?sectionid=24&itemid=1383", "Guthrie&#39;s Spectrum Bill Passes through Committee", "2013-12-11", "2013", "2013-12", "Republican", "House", "KY", "Brett Guthrie", "G000558", "guthrie.house.gov", null, null, "legacy", "WASHINGTON, D.C.\u2013 A bill introduced by Congressman Brett Guthrie was marked up and passed out of the House Energy and Commerce Committee today.\r\n\r\n\t\u201cThis bill would encourage additional spectrum, a necessary component for the advancement of American innovation, to be made available for commercial use,\u201d said Congressman Guthrie. \u201cIt is encouraging to see a focus placed on this legislation and the underlying spectrum shortage.\u201d\r\n\r\n\tH.R. 3674, the \u201cFederal Spectrum Incentive Act\u201d would provide financial incentives to encourage government agencies to relocate from their existing spectrum bands in order to free up additional spectrum for commercial and innovation purposes.\u00a0 Agencies could use these funds to accommodate relocation costs or to offset sequestration cuts.\r\n\r\n\tCongressman Guthrie introduced H.R. 3674 on December 9, 2013, with bipartisan support. Congressman Guthrie and Congresswoman Doris Matsui, co-chairs of the House Energy and Commerce Committee Federal Spectrum Working Group, previously introduced H.R. 2739, the \u201cEfficient Use of Government Spectrum Act\u201d on July 18, 2013, which sought to reallocate and auction the 1755-1780 MHz spectrum block.\r\n\r\n\tAddressing the nation\u2019s spectrum shortage is also a key tenet of Congressman Guthrie\u2019s REBUILD Act, H.R. 3355.\r\n\r\n\t###", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["http://guthrie.house.gov/index.cfm?sectionid=24&itemid=1383"], "units": {}, "query_ms": 0.9268401190638542, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
