{"database": "press", "table": "releases", "rows": [["http://guthrie.house.gov/index.cfm?sectionid=24&itemid=1464", "Guthrie Votes to Support & Fund U.S. Troops, Efforts to Combat Sexual Assault & Mental Health Programs", "2014-12-04", "2014", "2014-12", "Republican", "House", "KY", "Brett Guthrie", "G000558", "guthrie.house.gov", null, null, "legacy", "WASHINGTON, D.C.\u2013 Congressman Brett Guthrie today voted in support of the FY 2015 National Defense Authorization Act (NDAA), which provides necessary authorization and funding for the U.S. military.\r\n\r\n\t\u201cDespite increasingly scarce resources, this bill balances budget limitations with vital national security requirements and protections for our warfighters and their families,\u201d said Congressman Guthrie.\u00a0 \u201cOur men and women in uniform will be able to continue their great work defending our country and know that they will continue to receive world class care and support.\u201d\r\n\r\n\tThe FY 2015 NDAA, the fifty-third consecutive version, builds on last year\u2019s bill, which included substantial bipartisan reforms aimed to prevent and combat sexual assault in the military.\u00a0 This measure will eliminate the \u201cgood soldier defense,\u201d which previously allowed the court to consider general military character when weighing the probability of guilt or innocence in sexual assault prosecutions.\u00a0 Victims of sexual assault will also be consulted about their preference for prosecuting offenders in a traditional court-martial or through civilian courts instead.\u00a0\r\n\r\n\tThe FY 2015 NDAA also authorizes an additional $18.8 million for behavioral and psychological health programs, primarily focused on combating suicide, and including funds to immediately increase the number of embedded psychologists, social workers, nurse case managers and operational psychologists.\r\n\r\n\tAdditionally, the defense bill authorizes supplemental funding to continue U.S. operations against the Islamic State in Iraq and the Levant (ISIL).\u00a0 The funding is needed to continue U.S. operations and to continue training and equipping the Iraqi security forces, the Peshmerga, and moderate Syrian forces who are combating ISIL on the ground.\r\n\r\n\t\u201cISIL has proven that they are a dangerous and credible threat.\u00a0 This bill ensures that we continue to have the necessary resources to destroy them and put a stop to their efforts across the globe.\u201d\r\n\r\n\t###", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["http://guthrie.house.gov/index.cfm?sectionid=24&itemid=1464"], "units": {}, "query_ms": 0.9181471541523933, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
