At the same time, our citizens are concerned about the threat posed by inadequate security screening procedures for refugees seeking entry into the United States. ISIS itself has stated its intention to take advantage of the crisis to infiltrate the west. With this knowledge, we absolutely must take this threat seriously.\nI have cosponsored three pieces of legislation: H.R. 3314  the Refugee Resettlement Accountability National Security Act, which calls for the Syrian Refugee program to be suspended in its current form until reforms are implemented and Congress agrees to resume the program by joint resolution.\nH.R. 3573  the Refugee Resettlement Oversight and Security Act, that will rein in the Administrations refugee resettlement plans and give Congress more control over the process by requiring the Administration to get affirmative approval from Congress through the enactment of a joint resolution before any refugees may be admitted into the United States.\nAnd H.R. 4038  the American Security Against Foreign Enemies (SAFE) Act of 2015, which ensures that no refugees come in from Syria or Iraq until all three of our top national security chiefs  director of the FBI, the Department of Homeland Security, and the Director of National Intelligence  sign their names in approval for each and every one of the proposed refugees, saying they have performed thorough background checks and they are not a threat.\nMake no mistake  halting our refugee program will not bring an end to the threat of attacks by radical extremists. As Speaker Paul Ryan said today, In the end, the ultimate solution to this crisis is a strategy to defeat ISIS.\nWe must act now and formulate a plan to wipe this radical terror group from the face of the earth before they have the capabilities to hit us here at home. There must continue to be a coalition of nations willing to take the fight to Islamic terrorists, wherever they may be found. Working with our allies and the countries in the region that are most affected by ISIS is certainly in everyones best interest, but its time for America to do the right thing: LEAD.\nFinally, we must stand by France. In the Chamber of the U.S. House of Representatives hangs a portrait of the French military officer Marquis de Lafayette, whose assistance was integral to the birth of our nation.
