In addition to enacting spending cuts to both permanent and mandatory spending, this bipartisan legislation avoids the potential of a government shutdown and gets Congress back on the path of funding the government in a timely manner through the normal appropriations process.   \"Now that spending levels are agreed upon, I am hopeful Democrats and Republicans can continue to build on this bipartisan foundation and begin to tackle the long-term debt crisis facing our nation.  Long-term problems require long-term solutions, and I am prepared to make the difficult decisions that lie ahead.
