Right now, American manufacturers face 20 percent higher costs compared to manufacturers in other countries, according to the National Association of Manufacturers (NAM).\n\u201cManufacturers in Illinois and the 14th District are just getting their feet under them again and looking for ways to grow, but they still face high taxes, high legal costs and government red tape that hurt their ability to compete against manufacturers overseas. Just today, Illinois employers including manufacturers announced they will lay off more than 2,000 workers in the coming months,\u201d said Rep. Hultgren. \u201cThe ARM Act combines many bipartisan proposals that will help put our manufacturers, who employ millions of workers nationwide, on an even playing field with the rest of the world. This bill, combined with my own Modernizing American Manufacturing Bonds Act (MAMBA) of 2014 and Regulatory Sunset and Review Act of 2013, will help Illinois manufacturers expand their businesses to new markets, invest in new equipment and, most importantly, hire instead of fire more workers.\n\u201cWe are reminded again of how many families are still struggling to find work in this tough economy. Now is the time to set aside differences and pass legislation that will benefit the millions of Americans out of work.\u201d\nH.R. 5360 includes provisions which:\nCreate a More Fairer and more Competitive Tax Code  \n\tReduces the Corporate Tax Rate to 25% (House Republican Budget)  \n\tS Corporation Permanent Tax Relief Act (H.R. 4453)  \n\tAmerica's Small Business Tax Relief Act (H.R. 4457)  \n\tAmerican Research and Competitiveness Act (H.R. 4438)  \n\tAmends the Internal Revenue Code of 1986 to modify and make permanent bonus depreciation (H.R. 4718)\nRein in Job-Killing Washington Red Tape  \n\tRegulations from the Executive In Need of Scrutiny Act (H.R. 367, includes provisions of Hultgren bill H.R. 309)  \n\tEnergy Consumers Relief Act (H.R. 1582)  \n\tEnergy Security and Affordability Act (H.R. 3826)  \n\tCoal Residuals Reuse and Management Act (H.R. 2218)\nReduce Frivolous Legal Costs  \n\tLawsuit Abuse Reduction Act (H.R. 2655)  \n\tFurthering Asbestos Claim Transparency Act (H.R. 982)  \n\tInnovation Act (H.R. 3309)  \n\tResolving Environmental and Grid Reliability Conflicts Act (H.R. 271)\nPreserve Access to Abundant and Affordable Sources of Energy  \n\tNorthern Route Approval Act (H.R. 3)  \n\tEnergy Consumers Relief Act (H.R. 1582)  \n\tNatural Gas Pipeline Permitting Reform Act (H.R. 1900)  \n\tNorth American Energy Infrastructure Act (H.R. 3301)  \n\tProtecting States\u2019 Rights to Promote American Energy Security Act (H.R. 2728)  \n\tOffshore Energy and Jobs Act (H.R. 2231)\n###", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["http://hultgren.house.gov//newsroom/press-releases/hultgren-supports-legislation-to-help-american-manufacturers-compete"], "units": {}, "query_ms": 0.9018001146614552, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
