RAMI would create a network of regional manufacturing institutes to power economic growth, job creation and innovation across the country.  \n\t\u00a0  \n\tTo date, the legislation has secured support from key manufacturing industry groups as well as House members on both sides of the aisle.  \n\t\u00a0  \n\t\u201cAcross the country, innovation industries are transforming the American economy and giving our once-fading manufacturing industry new legs in industries like advanced manufacturing, life sciences, information technology and defense,\u201d said Congressman Kennedy in his testimony. \u201cThe Revitalize American Manufacturing and Innovation Act focuses on building \u2013 as MIT puts it \u2013 \u2018industrial ecosystems\u2019 that bring together businesses, educators, and innovators under one roof to pursue manufacturing processes relevant to the local economy.\u201d  \n\t\u00a0  \n\tRAMI would direct the Secretary of Commerce to support the establishment of Centers for Manufacturing Innovation across the country dedicated to improving U.S. competitiveness in manufacturing, increasing domestic production and accelerating the development of an advanced manufacturing workforce. Each center will be a public-private partnership between industry, academia, and other relevant entities.\u00a0 They will be required to focus on a specific and unique manufacturing process, technology, or methodology. The network would be funded by a one-time, $600 million investment in the National Institute of Standards and Technology (NIST). It would require support from non-government resources and would prohibit federal financial assistance for any center beyond a seven-year period. Proposals will be selected for participation and funding through a competitive, merit review process run by the Secretary and NIST. The technological focus for each center will be driven by input from industry, government, and interested parties. Funding for RAMI has been included in President Obama\u2019s FY13 and FY14 budget. In 2012 the Administration announced an award via the Department of Defense (DOD) to fund a pilot institute in Youngstown, Ohio focused on additive manufacturing, which is successfully running to this day.\u00a0 The Department of Energy and DOD have also solicited proposals for three additional institutes based on the success of the first, which would be incorporated into the network upon successful passage of RAMI. \u00a0  \n\t\u00a0  \n\tToday marked the second bill of Congressman Kennedy\u2019s brought before a House committee this year. Last month, Congressman Kennedy testified before the House Committee on Natural Resources in support of H.R. 915, the Peace Corps Commemoration Act, which passed the Committee by unanimous consent.
