{"database": "press", "table": "releases", "rows": [["http://kuster.house.gov/media-center/press-releases/kuster-applauds-new-federal-rules-to-better-address-campus-sexual", "Kuster Applauds New Federal Rules to Better Address Campus Sexual Assault", "2014-10-20", "2014", "2014-10", "Democrat", "House", "NH", "Ann Kuster", "K000382", "kuster.house.gov", null, null, "legacy", "Washington, DC \u2013 Today, Congresswoman Annie Kuster (NH-02) applauded new rules enacted by the U.S. Department of Education to more effectively address and reduce sexual violence on college campuses.\nThe new rules, changes to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, amend the Violence Against Women Reauthorization Act of 2013 to require colleges and universities to disclose incidents of sexual and domestic violence, stalking, and other violence both on and off campus, among other changes.\nThe final rules were published today in the Federal Register.\n\u201cSexual violence does not just impact the victim; it impacts the fabric of our colleges and universities, and our communities as a whole,\u201d Kuster said. \u201cI have worked hard to address this issue in Congress, and I am happy to see the Department of Education enact these new rules to further address the issue.\u201d\nIn addition to expanding reporting requirements, the new Clery rule requires colleges and universities to better record incidents of stalking on campus.\nAmong other provisions, the rule also requires schools to:\u00a0\n Add gender identity and national origin as two new categories of bias that serve as the basis for a determination of a hate crime.\u00a0\n\tDescribe each type of disciplinary proceeding used by the institution in cases of alleged dating violence, domestic violence, sexual assault and stalking, including the steps, anticipated timelines, and decision-making process for each, and how the institution determines which type of disciplinary proceeding to use.\n\tInclude in their annual security report a statement of policy regarding the institution\u2019s programs to prevent dating violence, domestic violence, sexual assault, and stalking as well as the procedures that the institutions will follow when one of these crimes is reported.\n\tProvide that an institution\u2019s\u00a0 disciplinary proceeding will afford the accuser and the accused the same opportunities to have others present during the institutional disciplinary proceeding, including the opportunity to be accompanied to any related meeting or proceeding by an advisor of their choice.\u00a0\n Throughout her time in Congress, Kuster has worked across the aisle to address the issue of sexual violence on college and university campuses. In July, she helped introduce the bipartisan Campus Accountability and Safety Act, which aims to strengthen accountability and transparency for institutions of higher learning, and to establish penalties for non-compliance with the legislation\u2019s new standards for training, data, and best practices.
