Rick Nolan was a \u201cno\u201d vote in the House on the $1.1 trillion spending bill Thursday evening. The measure passed by a single vote. If passed by the Senate next week, the bill will silence any talk of another government shutdown, at least for now.\n\tThe congressman joined a politically odd group in opposition \u2014 conservative Republicans and liberal Democrats.\n\n\t\u201cToday, I voted no because the bad outweighs the good in this $1.1 trillion measure that was negotiated by a few leaders behind closed doors and brought to a vote with no opportunity for open debate and amendment,\u201d Nolan said in a news release Thursday evening.\n\n\tThe congressman said his vote against the bill was based on these factors:\n\n\t\u2022 It allows Wall Street banks \u201cto once again engage in risky investments with federally-protected taxpayer dollars.\u201d\n\n\t\u2022 Campaign finance limits are raised.\n\n\t\u2022 It establishes procedures to reduce pension benefits for retired beneficiaries.\n\n\t\u2022 It continues to fund wars in the Middle East.\n\n\t\u201cMoreover, this bill \u2014 and the closed door process by which it was crafted \u2014 points to the urgent need to change the way we do politics in America through the comprehensive reforms included in my Restore Democracy Act.\n\n\t\u201cSupport is growing among Democrats and Republicans alike to reform our system of campaigns and elections and return the Congress to its traditional system of Regular Order.
