Nolan\u2019s measure will enable the Robert J. Elkington Middle School in Grand Rapids to create a safer, more efficient system for the transportation of students by allowing a critical land exchange between the local school district and the federal government to move forward.\n\u201cThis land exchange will benefit parents, teachers, and middle-schoolers alike,\u201d said Nolan. \u201cThis measure has the ability to improve traffic flow at the school and make sure our students are picked up and dropped off safely. I\u2019m proud to help this common-sense land swap, ten years in the making, move forward.\u201d\nSchool District #318 (SD318) has tried for more than a decade to acquire the land around the old U.S. Geological Survey (USGS) building that is adjacent to the Robert J. Elkington Middle School, used as a radar base in the 1950s but now standing mostly unused. As the USGS land is federally-owned, it requires an act of Congress to permit the district to acquire the lot in exchange for land of similar value. Currently, the school\u2019s many buses and parental vehicles utilize the same drop-off and pick-up area; if the Nolan measure becomes law, the school will construct a new vehicle turnaround area on the former USGS site.\nAfter meeting with SD318 Superintendent Bruce Thomas on the issue, Rep. Nolan introduced his bill to allow the land exchange to move forward. Senators Franken and Klobuchar have introduced a similar measure in the Senate.\nThe Nolan measure, passed today as part of a larger package of amendments in the National Defense Authorization Act (NDAA), was originally a standalone bill (H.R.4220, the School District 318 Land Exchange Act).", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["http://nolan.house.gov//media-center/press-releases/nolan-school-safety-measure-passes-house"], "units": {}, "query_ms": 1.4507770538330078, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
