{"database": "press", "table": "releases", "rows": [["http://pittenger.house.gov/media-center/press-releases/pittenger-updates-kilah-act-swift-action-expected", "Pittenger updates "Kilah Act," swift action expected", "2013-12-03", "2013", "2013-12", "Republican", "House", "NC", "Robert Pittenger", "P000606", "pittenger.house.gov", null, null, "legacy", "FOR IMMEDIATE RELEASE\nDecember 3, 2013\n\u00a0\n\u00a0\n CONGRESSMAN PITTENGER INTRODUCES UPDATED \u201cKILAH DAVENPORT CHILD PROTECTION ACT\u201d \n\u00a0\nWASHINGTON \u2013 Congressman Robert Pittenger (NC-09) has introduced an updated version of the Kilah Davenport Child Protection Act of 2013, which is expected to quickly clear the Judiciary Committee and possibly be voted on by the full House of Representatives before Christmas.\n\u00a0\n\u201cIn North Carolina, it took the Kilah Davenport tragedy for lawmakers to realize state child abuse laws were inadequate and outdated,\u201d said Congressman Pittenger. \u00a0\u201cWe don\u2019t need to repeat the same mistake across America. \u00a0This legislation will motivate states to address inadequate child abuse laws, while providing an avenue for additional federal action if state lawmakers don\u2019t get the job done.\u201d\n\u00a0\nThe Kilah Davenport Child Protection Act (H.R. 3627) now calls on the Attorney General to issue a report within six months detailing the penalties for child abuse in each state, the District of Columbia, and all United States territories, including whether or not the laws provide enhanced penalties in cases of severe child abuse. \u00a0A follow-up report will be issued within three years.\n\u00a0\nBy highlighting lenient sentencing guidelines for cases of severe child abuse, state lawmakers will have the opportunity to adopt stricter standards similar to the new \u201cKilah\u2019s Law\u201d in North Carolina.\n\u00a0\n\u201cLike any mother, I wish my sweet Kilah didn\u2019t have to be the face of this legislation, but those were the cards we were dealt,\u201d said Kirbi Davenport. \u00a0\u201cOur family wanted to take this tragedy and fight for America\u2019s most valuable resource, our children, to make a difference and work toward putting an end to child abuse.\u201d\n\u00a0\nThe House Committee on the Judiciary is scheduled to take action on H.R. 3627 on Wednesday afternoon (December 4th). \u00a0The exact timing of a vote by the full House of Representatives will be decided later this week, but is expected to occur in the near future.\n\u00a0\n###", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["http://pittenger.house.gov/media-center/press-releases/pittenger-updates-kilah-act-swift-action-expected"], "units": {}, "query_ms": 1.790167996659875, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
