{"database": "press", "table": "releases", "rows": [["http://richmond.house.gov/press-release/richmond-responds-house-passage-flood-insurance-fix", "Richmond Responds to House Passage of Flood Insurance Fix", "2014-03-05", "2014", "2014-03", "Democrat", "House", "LA", "Cedric Richmond", "R000588", "richmond.house.gov", null, null, "legacy", "Congressman Cedric Richmond (LA-02) released the following statement after the House of Representatives passed an amended version of H.R. 3370, the Homeowner Flood Insurance Affordability Act.\u00a0 This bill addresses the affordability to consumers of flood insurance premium increases that followed the implementation of the 2012 Biggert-Waters law, by limiting yearly individual premium increases so that no individual policy holder would pay a premium increase of greater than 18% per year.\u00a0 The bill also reinstates the flood insurance program's grandfathering provision \u2013 meaning homes that complied with previous FEMA flood maps would not be hit with large increases when new maps, showing larger flood risks, are implemented by the agency.\u00a0 The bill passed the House this evening a vote of 306 to 91. \u00a0180 Democratic Members of the House voted in favor of this legislation.\n\"The House of Representatives has spoken for the millions of homeowners nationwide that depend on an affordable flood insurance program,\u201d said Rep. Cedric Richmond. \u00a0\u201cBy a vote of 306 to 91, we are a step closer to fixing the NFIP in a way that will provide real relief from skyrocketing flood insurance rates.\n\u201cI want to thank the 180 of my Democratic colleagues for their vote\u00a0tonight, and for the faith they placed in me to negotiate a good bill. When\u00a0challenged with a major problem for our constituents they stepped to the plate to provide a real solution. They didn't provide excuses or shrink in the face of the detractors. \u00a0I\u2019d also like to thank the people of Louisiana, especially those residing in my District.\u00a0 We bore the brunt of this storm together, and today\u2019s vote is a testament to their work.\nFrom the outset, Democrats wanted to reform the National Flood Insurance Program in way that would make premiums more affordable, flood maps more accurate and FEMA more accountable. While this legislation might not go as far as I would like, it achieves our goals. Since Majority Leader Eric Cantor published the initial text of this legislation more than a week ago, we were able to secure numerous changes that strengthened his proposal significantly.
