{"database": "press", "table": "releases", "rows": [["http://sablan.house.gov/press-release/snap-pilot-program-back-table", "SNAP pilot program back on the table", "2013-09-23", "2013", "2013-09", "Independent", "Senate", "MP", "Gregorio Sablan", "S001177", "sablan.house.gov", null, null, "legacy", "SNAP pilot program back on the table                                           \n              Sep 23, 2013      \t\t        \t    \n      \t            \n                    \n                                            \n          \n        \n        \n            \n    \n  \n    \n    \n    $32.5 million for the Northern Mariana Islands to test the feasibility of joining the national food stamp program passed the House by a narrow vote of 217-210.\u00a0 The five-year pilot program is part of the Nutrition Reform and Work Opportunity Act, H.R. 3102, introduced by Frank Lucas (R-Oklahoma), Chairman of the House Agriculture Committee.\u00a0 The $32.5 million is in addition to the annual Nutritional Assistance Program block grant the NMI receives, currently $12.148 million.\u00a0 Mr. Lucas and his Democratic counterpart Collin Peterson (D-Minnesota) backed the pilot program concept while I was a member of their Agriculture Committee in the 112th Congress; and a bipartisan majority on the Committee included it in this year\u2019s reauthorization of national farm policies, H.R. 1947.\u00a0 That bill, however, was defeated on the House floor in June.\u00a0 A working group, led by Majority Leader Eric Cantor, put together a new bill, H.R. 3102, and kept the NMI pilot program intact.\u00a0 The Senate has already passed its \u201cfarm bill,\u201d so H.R. 3102 should now go to a conference committee for resolution of differences between the House and Senate versions.", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["http://sablan.house.gov/press-release/snap-pilot-program-back-table"], "units": {}, "query_ms": 1.4492899645119905, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
