Susan Brooks expects changes in the Affordable Care Act, regardless of who is elected U.S. president on Tuesday.\nBrooks, R-5th District, visited with the editorial board of The Herald Bulletin on Wednesday to address issues facing the nation in the next four years.\nBrooks said although she supports the repeal of the Affordable Care Act (ACA), any changes will be phased in.\n\u201cWe have no intention of pulling the rug out from people who already have coverage,\u201d she said. \u201cWe (Republicans) want to inject competition back into health care.\u201d\nBrooks said the health insurance exchange programs have failed across the country and, in Indiana, four insurance companies have pulled out, leaving only four in the Hoosier state.\n\u201cThat\u2019s why the premiums are going up,\u201d she said.\nBrooks said she supports allowing people to cross state lines to purchase health insurance, expand pooling for small business owners to join together to provide coverage for their employees.\n\u201cThere are different views on fixing health care,\u201d she said. \u201cWe want to make sure people are covered. In many cases the deductibles are so high it\u2019s like not having insurance.\u201d\nBrooks said more competition will lower costs to individuals, adding that the cost of providing health care has to be reduced in the health care system.\nDuring her first term in office, Brooks said, she received many complaints from area residents because they lost their doctor and premiums were increasing.\n\u201cThe Democrats don\u2019t want it repealed because it\u2019s the main legacy of President Obama,\u201d she said. \u201cRepublicans contend it hasn\u2019t been working.\u201d\nBrooks said there is bipartisan support to redefine full-time employment as 40 hours per week instead of 30 hours under ACA, which has resulted in employees having their working hours reduced.\nLegislation has not been passed by the Congress because of the threat of a presidential veto.\n\u201cWe should keep what is working and fix what is not working,\u201d she said. \u201cI believe Hillary Clinton will be more willing to fix the system if she wins.\u201d\nBrooks said she supports a simplification, flattening of the tax code and lower rates.\n\u201cHigh corporate taxes are hurting us in global competition for jobs,\u201d she said. \u201cCompanies are moving off-shore for lower taxes.\u201d\nBrooks said the corporate tax rate should be reduced from 35 percent to 20 percent to elevate economic growth in the country.\nShe said there should be three different tax rates and fewer deductions.\n\u201cYou should be able to file taxes on a postcard,\u201d Brooks said. \u201cThe system has become too complicated.\u201d", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["http://susanwbrooks.house.gov/media-center/in-the-news/brooks-next-president-will-make-obamacare-changes"], "units": {}, "query_ms": 1.3140360824763775, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
