Brooks (R-IN5) co-chaired a joint Committee on Homeland Security subcommittee hearing today on cybersecurity and emergency management. As Chairman of the Subcommittee on Emergency Preparedness, Response and Communications, she heard testimony from witnesses at the national and state level as well as from the private sector.\u00a0 The hearing explored opportunities to bridge the gap between cybersecurity defense and the emergency management community in order to manage the potential catastrophic physical consequences of a successful cyber attack.\n  Click here to view the Congresswoman\u2019s full opening statement. \nBrooks on State-Level Preparedness  \u201cThe 2013 National Preparedness Report, released by the Federal Emergency Management Agency earlier this year, again highlighted states\u2019 concerns about their own cybersecurity capabilities. The 2013 report noted gains in cybersecurity at the state level, but states continue to report cybersecurity is among the lowest of their capabilities.\u201d\nBrooks on the Indianapolis Division of Homeland Security and National Progress\n\u201cJust as I have noted the challenges we face in addressing the cyber threat, we must also discuss the progress that is being made.\u00a0 In my own district, I\u2019m proud to say the Indianapolis Division of Homeland Security has established a Cyber Defense Force to improve the overall cyber security preparedness of the Indianapolis metropolitan area and the State of Indiana has included cybersecurity in its Threat and Hazard Identification and Risk Assessment (THIRA).\nThe National Emergency Management Association is working with Texas A&M to develop cybersecurity awareness training programs for emergency managers.\u00a0 Fusion centers are also becoming much more engaged in cybersecurity.\u201d\u00a0\nBrooks on Private Sector Coordination \u201cI hope our state and local witnesses will also discuss how they share information and coordinate with relevant officials in their states and localities and with the private sector, which I must note controls at least 85 percent of our nation\u2019s critical infrastructure.
