Reports indicate that the tax will be harmful to business, a disincentive for employers to provide health care coverage, and a contributor to rising health care costs and this is why the tax should be repealed for everyone.\u201d\n\u00a0\n\u00a0\nBackground: On December 2, 2013, the Obama administration published a proposed rule in the Federal Register exempting certain self-insured, self-administered health care plans from the belly-button tax for 2015 and 2016.\u00a0 On November 14, 2013, Congressman Tiberi and Congressman Daniel Lipinksi (D-IL) introduced H.R. 3489, a bill to fully repeal the tax.\u00a0 The bill has 16 cosponsors and has been referred to the U.S. House Committee on Energy and Commerce.\u00a0 The tax is intended to cover the administration\u2019s reinsurance program, which provides payments to insurance companies to help offset high-cost enrollees.\n\u00a0\n###", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["http://tiberi.house.gov/news/documentsingle.aspx?DocumentID=363417"], "units": {}, "query_ms": 1.324338372796774, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
